case filler?

I have been researching doing some reduced power loads for my .223. I have some red dot powder and I would like to use that. Hoping to get around .22 mag power.
My question is should a case filler be used in a bottleneck cartridge or is this not safe? I read somewhere that granular filler is not safe but a fibre type filler would be.
My other question is what is dacron, and where do you get it?
 
It isn't required.

Hodgdon actually lists several reduced loads using Titegroups, Clays and Trailboss. Red Dot will also work, but you will have to find data for it.
 
I've used 3.8 and 7.6grs of 231 before with non detrimental results. The 3.8grs sounded like a 22, but caused the bullets to keyhole at 100yrds. The 7.6grs was still very quiet, had a POI very close to POA.

I decided though that if I want .22 sound and ballistics, I'm going to shoot .22. Maybe if primers and powder were cheaper...

Now my other question, I have a bunch of CCI magnum primers.. Would using them in a reduced load of red dot be any more dangerous than a standard primer?

I have found succesful reports and data of people doing reduced red dot loads in .223... I am still a little scared about actually trying it.

The reason I was asking about case fillers is because I was thinking about carrying a few of these rounds while coyote hunting to use as "finishers", if needed. My concern is that while I am pointing the rifle downward with a small charge (maybee around 6.5 gr) I will not get proper ignition or burn.
