The switch from centrefire to rimfire was in the mid-70s. The International Shooting Union took a big leap of faith to go from he-man macho fullbore rifles to everyone-can-participate rimfires. I think it was a move ahead of its time.

as much as it's mega dumb and other things and a symptom of the testosterone level plummet that was to come, it probably made practice easier as more ranges could be setup or stay within expanded safety for backstops

I've shot a 7.62 Carl Gustav biathlon rifle and a .22 Anschutz biathlon rifle. There is a difference. For scores and participation, .22 all the way. The problem with many service rifle originated disciplines is only the strong survive. And how does that grow the sport? You lose the females and every athlete who is not as physically able to shoulder and fire a full bore rifle. That might play to the historic roots of biathlon, but it neither looks good on TV or broadens participation. The straight-pull actions today make the sport universal, and I'm pretty happy about that.
