CETME Sporter by Century Arms

Why is the CETME sporter rifle re-built by century arms considered a prohibited firearm in Canada? This rebuilt rifle is built with a new aluminum receiver by century arms that only allows semi auto function. Surely there is cause for a loop hole here?
