I have a pound of powder marked cf 7900, I pretty sure its a bulk mil surp powder. Its from higginsons. Does anyone have any info on this?

Surely Higginsons has data on it if they sold it? What cartridge are you going to use it in?

I have used it and it is a slower powder, like 4831. But, I didn't recommend interchanging it. Check with Higginsons for load data to have a start point.
