Max loads from the Hodgdon website are 27.4 to 27.8 grains at about 54,000 psi. Why do you think 25 grains would be too hot?
Sounds like 25 grains would be a relatively mild load. The real question is whether it would shoot well in a particular gun. The only way to tell is to try it.
