Changing references after getting PAL?

Has anyone ever done this? Maybe it's just a Quebec thing but they can apparently call your references when you purchase a firearm (maybe just a restricted, not sure).

I was looking to change my references that I had put on my application three years ago but the people at the CFP tell me the only way to do it is to resubmit my PAL application. I can't even use the renewal form because there's no section in it for references. Any input on all this?

I've especially heard of it happening with the first restricted you buy. This is probably just a Quebec thing. Or maybe there is a rule regarding it (that they can contact your references when you purchase) but it just never gets done.
