Some times the charging handle won't fully chamber a rnd, sometimes I have to manually push the handle forward. This happens mostly on the first rnd, when I haul the charging handle all the way back and let it go , some times it'll happen halfway through a mag. Kinda like , either the cartridge is a little to big or the spring on the charging handle is too weak. It has about a 1000 rnds through it so far. Any ideas what could be wrong?

Clean your Chamber more often.

A .22 chamber brush bent at a right angle and a short section of cleaning rod will help with this.

My Magnum research 22mag is prone to this.

the rifle was fully cleaned just prior to the shooting session, started happening at the 4 th or 5 th mag change, hay back release and it wouldn't close all the way, halfway through the mag I'd get a double feed and haul back handle to clear and upon release it would happen again. I'd kinda have to push it closed.

What mags? This is usually caused by the rim of the round being fed jamming into the bullet underneath it. The problem is too much spring tension or too aggressive of a feed angle. Load your mags to max capacity and let them sit a few days then try it again. This will set the spring and should correct the issue.

2 BC mags,1 plastic and 1 steel lip. The plastic one works fine, I have noticed that the steel lip , spring feels a little stiffer and the angle is a little sharper. I've done what you said already but will load and let sit fo another week...( thought maybe a stronger charging handle spring might help.)
