Cheap 7.62 upper?

Still learning alot so please bear with me,
Having a discussion with a yank friend of mine,
He says that last year in the states you could easily build your own 7.62 complete upper for under 400.
He thinks that in Canada this is easily done still right now,
So my question is how cheap could you build a complete upper for ?
 
Well, a stripped upper will be $160+, a 7.62 BCG at least $200 (probably well over that) and a barrel $250+. Then you need a gas block, gas tube, handguard, charging handle, flash hider/compensator and sights of some description. So, no you can't build a complete upper for anything like $400.

7.62x39 or 7.62x51 ?

7.62x39:
I dont think its possible for that low, barrel at least $300 if you can find one, the bolt will be min $100 but prob closer to $150+ (if you can find one - good luck), can use any standard bolt carrier $60-70, upper receivers are $160+, gas tube $20, gas block $45+, flash hider $25 for basic one, handguards really vary in price depending on if standard plastic or FF, so $650 without handguard...

7.62x51 I have no clue. I imagine much more
 
I was reading about uppers last night, the gist of what I got was it's a super ##### to get the 7.62x39 round to feed reliably through the long, straight AR mag well.

7.62x51 will not work on an AR15, that's what the AR10 is for.
