Goto Autoparts store and pick up hitch pins and 3/8" ID pre fabbed and flared non bent brake line.

Measure from flared end to how ever length you need to fit the amount of shells you need to hold. Hot glue the end to make a cap. Then drill a hole for a hitch pin to hold the shells in place.

For my 12 RD tube I needed 13" long line so a 25" Pre flared line made 2 for about 9$ for 25" and like 1.39 ea for hitch pins.
