Assuming your looking to build a tactical SG;

Take a hard look at the "Remington 870 Express Deer" for your base gun. The non rifled version is $409 from SIR, has a 20 inch barrel with IMP cylinder choke and rifle sights.

It depends if you want to shoot 3" shells or not. If you're ok with 2 3/4 you can pick up a wingmaster for $250 to $300, or even less if you're lucky. There was one for $125 just recently, but it was gone in about 10 seconds.
