So in a few days it will be my brother's birthday. I am goong to buy him a chokes for his mossberg. I need some advice on what chokes are good for 3 gun and what brand would be good to get?

He has a mossberg 930 with a 18.5 barrel. He also has a 24 inch barrel but it needs to be cut since it is ported. It is getting cut to a 22 inch. Neither are threaded yet.

Extended chokes are nice, as you can tell at a quick glance what choke you have in, as they are usually laser engraved.
Brilley chokes in the US will ship chokes to Canada, and they are pretty much the gold standard in choke tubes.
The ones from the OLD CO-OP are Carlson chokes, I have had good luck with them in the past as well.

Cylinder, improved cylinder, modified.
I don't think brand matters too much. Brilley seems top quality but you pay accordingly.

Extended tubes are convenient and they look cool too.

From what I've read, a Light Modified is the most popular for 3gun. I've got Carlsons extended on my shotguns. You'll need to know what choke threads he's getting on his barrels.

I think it depends on the person...my most common is IC but a Lot of folks use LM

It also helps to have IM or Full in there as well for the occasional tight shot
