About 20 years ago I chronographed, using an Oehler 33, a Ruger 243 with IVI Impearial factory loaded, 100 grain bullets. It said on the box the velocity was either 3100, or 3200, I forget which.
With five cartridges tested, the low was 2473, the high 2602, average 2540 and a spread of 125!
Without even moving from my seat, I took my 100 grain Sierra bullets, hand loaded with a healthy charge of Norma 205.
The low was 3069 and the high 3112, average 3094 and a spread of 43.
Same Ruger rifle, same chronograph, ten minutes later.
In all fairness I have to complete the story. Before I did the testing, I took a young son on a mountain goat hunt. He had a nice German 243 and wanted to use the new IVI Imperial factory loads. I guess he didn't trust fathers handloads!
He got a mostly sideways, somewhat angle to the rear shot. He squeezed the trigger and the goat rolled down the mountain. The 100 grain factory load, which, unbeknown to us at the time, left the barrel at about 2550 fps!
The retrieved bullet was a picture perfect mushroom, stopped on the far side hide. A clean, one shot kill. The cartridge that held that bullet came from the same box that I later chronographed.
Goats are considered a hard animal to kill, with such rifles as a 300 magnum usually recommended.
So, make what you will of that!
