CIL 310 extracting problem

My Dad has a CIL 310, when he fires 22 LR in it, it doesn't want to extract, has to take a knife and pry out the fired case. I had sprayed wipeout in it, let it soak, then brushed it out.

Thinking it might have either a worn out extractor or maybe a tight chamber that's causing a FTE?

Any ideas on what to do next?
 
The first step is to clean the bolt, extractor, and cartridge retainer. Although the last two are similar in appearance they are different and serve different purposes.

Make sure that the extractor and cartridge retainer haven't been put on the wrong sides. (It's possible this has happened in the past.)

Clean the chamber, too. Once both have been attended to, check for extraction function. If it doesn't work as it should, let readers know.



The extractor has a sharp hook. It's on the right side of the bolt. It's shown below.



The cartridge retainer doesn't have the sharper hook. It goes on the left side of the bolt. It's shown below.

 
Another thing to check would be the corner of the chamber where the firing pin lands. A burr there will cause fired cases to stick.
Dozens of ways to make a burr go away. I've settled on a small cylinder dremel stone epoxied into the end of a dowel long enough to reach into the receiver.
It makes in excellent little file.
