CIL model 233 info required

Hi guys...recently acquired a CIL model 233 (22LR and it was free so I'm not complaining) that has a rather odd piece of metal in front of the bolt handle...not sure what it's for or if it should even be there...here is a pic of it. (yes, the rifle is unloaded...though the mag is inserted for looks)

Is this thing supposed to be a case deflector? If so, it's a rather horrid piece of crap...but I digress...info? anyone? Buelller?
 
thanks...that's what I thought...but I can't find a pic of what it should look like...so it makes it hard to correct (if necessary). I've heard it's made by Savage...like a 25n or something but I can't seem to find much about that one either.

edit: took the thing apart and it's apparent how it should be...yep, it's been mangled somehow by the previous owner...I'll see if I can finesse it back to its original shape.
