I have purchased from Kurt at Prairie Projectiles, he was absolutely great to deal with. Still waiting on some brass to be able to load his bullets and test them out, but I'll definitely buy from him again, no question.
I bought, loaded, and shot 1000 rounds of PC 9mm from Prairie Projectiles last time I saw him at a gun show. I haven't ordered online from there though. I think when Jet Bullets is back up and running I may get some of my next batch sent without lube and attempt to shake-n-bake them myself at home

Seekers of quality powder coated bullets should consider getting into casting their own. Powder coating them is easier than you think. A couple hundred bucks gets you a casting pot, molds, sizers & your off.
