COL is determined by the length of your magazine (ammo has to be short enough to fit without jamming) and by your chamber.
A new measurement has to be made each time you change bullets.
Back the seater stem out three revs and seat one bullet (can be an unprimed case). This should be too long. Take the barrel out of the gun and chamber an empty case. Note how the base of the case lines up with the end of the chamber. You want the loaded round to bottom out in the chamber on the case mouth and for the case base to look the same as it does for an empty case.
Try the dummy round in the barrel. Push gently and you should feel the ogive (curved shoulder) of the bullet touching the rifling. This means it is too long.
If it is too long, take the dummy round and re-seat the bullet, after the seater stem has been screwed in a half turn. Try that in the barrel. If it is still too long, keep repeating a half turn at a time, until the loaded round will drop in and clunk on the case mouth.
Once you find the length that will chamber without touching the bullet in the chamber throat, make a note of the OAL as the MAX OAL for that gun and bullet.
My Norcs have shorter throats than my other 9mms.
