A rifle or pistol stock is an ITAR controlled item. It cannot be exported out of the US, regardless of price, without a valid US export permit. You cannot have a friend or relative ship or mail it to you or bring it up to Canada for you without a valid export permit.

Now if it the stock is for a sporting shotgun, it might be exportable without a permit. You would have to contact the US Dept of Commerce as they regulate the export of sporting shotgun parts.

If you ship the stock out of the US, presuming you do not have an export permit (which I guess is not likely based on your question), you are committing a crime in the US and they will take it serious if you are caught. If you put it in the mail, you are the exporter and it is the exportation that is the problem.

You'll have no legal problems receiving it here in Canada, but you cannot legally export it out of the US to start with.
 
You will need to use an exporting service. Irunguns and Prophet River Firearms both have their US export permits last I checked.
