I would like a .22 with 10 in barrel. It seems that a folder can be used if meets the 26 in rule when in use. Is a collapsed stock legal if overall length is less than 26 when collapsed? I am sure this has been discussed many times but I can’t find it.

No.

If the firearm can fire when folded/collapsed to shorter than 660 mm (26") it would be a restricted firearm. So yes legal but it wouldn't be Non-restricted if that was what you are asking.
