Colt 1892 -1901 new army - cylinder peening

When I received this revolver, the leaf spring on the hand was broken and the bolt was loose inside the side plate. Basically the cylinder was spinning freely (manually, but not by the trigger) and was not locking all.

I'm ordering a new hand and spring, but what would be causing the peen at rear of cylinder.

Yes, of course the bolt is locking early but the reason for the extra detail about the broken parts is because I want to know: is it possible the trouble with the broken hand is related to this timing issue? The peening seems to have much less patina than the rest of the revolver and I'm hoping when the hand is fixed, if it was responsive that the issue with bolt locking may resolve itself.

I used a flat tipped punch to peen the divits back, and I'm ordering a new hand and will have to see what happens unless anyone has some more advise.
