I can say from experience that the standard form of Colt Canada rifles are capable of MOA accuracy, but unless the barrels are free-floated, it's very difficult to achieve. Even resting the rifle on a barrier or 'slinging up' makes a huge POI shift when you get out to 200 or 300m. The free floated barrels in the IUR's are the obvious solution to this, but at the cost of front end weight (especially in the rifle length versions). The SA-20 would be my pick. If AR's ever became Non Restricted (a guy can dream), after a year or two, people would realize how incredibly accurate these rifles are out to 600m and that's all anyone would want. I don't know how it's possible to FF the 16". Seems like wasted potential to me...just my 2 cents.
And the above isn't the only differences. Barrel profile is different. Lighter on the IUR. Also the gas tube is straight on the IUR so it can be slid out through the gas block from the front if it ever needs servicing, which is not common on civilian rifles, but is common place on full auto capable service rifles. Other than those small differences, I can't think of much in the difference. The same barrel making process is there, which, in my opinion, is the best in the world...and that's the most important thing.
