It is.

There is an adapter in the magwell that makes it look different... and also what makes the rifle special, that it can fit mil-spec uppers chambered for .308 or 5.56, with a quick conversion.

Nonetheless, it is 'just an AR' and would most definitely be restricted.
 
I read a small article about this rifle, It is Crazy Kool. The article states that you can change the upper in less than 30 seconds. I can't believe it.
That means you can go from a Restricted 16" Barrel to a Restricted 14.5' Barrel in no time at all.
This is a game changer for sure

You can do that with any AR-15 if you have different uppers already, no? :p You can swap a 5.56x45mm upper with a 7.62x51mm one though, which is awesome.

The point probably being driven in the article is that you can swap different caliber uppers easily. The lower has an adapter for different size mags.

Nifty, but ultimately just an expensive safe/range queen for most of us.
