Contacting someone to ask about attachment permission

Been on this forum for a while now. Had a desire to attach pics to a post.
Says I don't have permission to post attachments.
Read all the FAQ's. didn't help.
Tried the Contact Us page, says I don't have permission to do that.

All I want is permission to post pics, but, apparently need to be able to contact someone about it, and the system won't let me do that either.

So, I figured I'd try it this way and see what happens.

Use photobucket. Under your photobucket pics there is an image code, copy and paste that into the forum thread and then you have your photo attached.

The problem is not "how to" load a pic or attachment, it is that the site will not allow it to start with. It says I need permission to do so, and I cannot do so, says I don't have permission to use the "contact us" page also. Also mentions that I may need to wait for a mod to review the account in the popup.
Only forum site I have ever run into this issue with, in that I don't seem to be able to contact someone to find out what is wrong.
