Cooey 60 won't feed

So the pa-in-law sends me home yesterday with his old cooey, he had told me it had extraction issues. I have to agree it seems to me that when you cycle the action that the extractor doesn't engage the round and it doesn't feed. I'm gonna take it to a gunsmith tomorrow, just making sure that I'm not totally out to lunch with my laymans diagnosis.
 
Take the action out of the stock. Ensure that the magazine tube is engaged to the slot in the bolt. You should be able to cycle the action and notice the magazine tube move forward and backwards with the cycling of the bolt.
Ensure that there isn't years of grime and fowling behind the extractor. Ensure that the shell lifter is doing just that...lifting.

Primer end of the cartrige comes up when cycled front end stays low. Everything seems to function as it should. I will tear it down again make sure its all cleaned up tomorrow.
