can a cooey model 71 bolt action 243 with blind mag be converted to a detachable mag?If so what bottom metal and clip would work?

Anything is possible. There is no aftermarket set of parts that would be a direct drop in. It would be easiest to sell it, and buy a rifle with the mag.system you want.
