Shotguns with barrels under 18" and Rifles with barrels under 16" require registration and a $200 tax stamp, and are not legal in all states (Commiefornia, NY etc)
 
Stag is good, nothing exceptionnal, but to get real mil. specs M4, you gotta put the extra money and go for Lewis Machine & Tool (LMT). That is why SOCOM and other SF get their rifles from them.
 
Yeah, but why do people buy Ferrari when the speed limit is 100KPH...Maybe it is a dumb answer but it is the same analogy. We buy fine things for the fun of having the best and knowing what kind of performances it can achieve
 
Those are M4 replacement uppers with an AR-15 bolt carrier. CMT/Stag is a US "DOD Authorized Rebuild Facility" for the M4. They also do M16 -> M4 fleet conversions for various countries. They released a small number (150?) of those as a 'Special Edition' SA upper last year.

There are a few completes with this upper in Canada, they are still available in Canada for LEO/MIL members.

Edit. Re, what's tested. I had a conversation with the owner about this, but last year, if I can recall the details, all bolts are proofed/MP inspected, because they have contracts that require it and it's beneficial, same with the 14.5" barrels, required by contract. Otherwise, they've never had a barrel burst, and don't feel it's necessary to MPI barrels for semi-autos.

2nd Edit: Wes, Regular barrels are 4140, chrome lined, not HPT/MPI. Govt acceptance requires 4150, chrome lined, HPT/MPI, and marked as such (C, MP).

Correct me if I'm wrong, but if that Phantom was pinned than this upper would be completely legal to import into Canada and sell to civies, yes, no? The reason that I ask is that people are starting to ask some pretty outrageous prices for the short barrels that are in country at the moment.
 
Leg,

I'm inclined to agree with you. But, our guys tried and were told no. US Domestic law and DOS export 'directives' don't need to meet up. You never know what the future will bring though.
