I think this is the proper section for this question.

A fella I work with was telling me about a guy he knows in Northern Ontario that does a lot of yote and other hunting with a 22-250. Apparently what he's done is taken a spent 22-250 case and modified it by taking a strip out of the main part of the cylinder that is large enough to fit an unfired 22 LR cartridge into it. He's also rigged up some type of adaptor inside so that when the need arises he can slide a 22 LR cartridge in through the side of the 22-250 case and it is held in place with the 22 LR bullet being seated where the normal 22-250 bullet would be. Are ya following me so far?

When he pulls the trigger, the mechanism / adaptor sets off the 22 LR. I've been told he uses it quite regularly when a shot at a rabbit or bird presents itself.

Could this work?
 
There is a guy in Edmonton making something he calls a Hammond game getter. Similar Idea, it sounds easier to construct than what you have described. He uses a .22 blank that fits into an offset hole in the back of a case (22-250, 308, 30-06... whatever) then a bullet (lead ball, or cast bullet)

The Hammond one is completely different than what my buddy described. It uses a 22 blank to propel a shot-like projectile.

The MCA Sports one is more like it, but different again as it looks like they load from the rear.

The one that my buddy describes loads from the side. You slide the 22 LR in the side of the empty / modified 22-250 case and then you push the 22 LR forward until the bullet seats in the neck just like the 22-250 bullet would have. But IMO this would seem difficult as the LR brass would likely begin to get pinched inside the 250 neck as you push it forward -- don't you think? The 22 LR is held in place by some kind of insert mechanism that also sets off the 22 LR when fired from the 22-250 rifle.
