Yes because the rules state the hammer must be over an empty chamber before engaging ten targets...

It is a safety issue with SASS! If you go to the SASS Rule book on the internet, it stipulates that all guns must be carried in a safe manner, as such revolvers must carried with the hammer down on an empty chamber. It would mean that a revolver with only 5 chambers would only be allowed to be loaded with 4 rounds. It would mean that you would have to load a additionnal round in order to finnish a stage.

Also keep in mind that it needs to be a type of gun that was designed before 1900 other than for the special Wild Bunch event.
