I installed my CR Speed pouches the 'usual' way, like this:

A friend of mine noted that the back part can be installed upside-down, making the mag seat lower. Good or bad idea? Drop holsters like Bladetech DOH make sense in IPSC, so how about a drop mag pouch?

Installing them like hat give more clearance for hand to grab the mag. But if you have really long hands, you can try the other way. :)

In theory, the closer the mag to your gun - the faster the reload is. This is why you cannot have mags in your shirt's front pockets :D Shorter hand travel = faster reloads.
It also depends on how heavy you are :D

DOH holster makes sense since you start with hands 'relaxed at your sides' in most cases - hand travel to grab the gun is shorter and more natural as you don't need to 'bend out of shape'.

It depends on the 'bulge' you have over the pouches and mags, how easy it is for YOU to retrive the mags - very personal thing.

I use them hanging lower.

I find my hand indexes more naturally to them than when they are higher.
It is completely all about what works best for you.

I loaned my belt to someone who was left handed. They found it easier to just rotate the pouches than to pull them all off and put them where they wanted in relation to the holster.
