Crust around the primer

Hello, reloaders,

This question is regarding factory ammo but I thought the reloaders would know best so I'm hoping someone can help me out. I purchased what was supposed to be factory ammunition. It is supposed to be the "higher end" stuff too (Winchester Ranger JHP). I have noticed that some of the rounds have this weird crusty stuff around the primer. I don't know if my only camera (my phone) will be able to take a picture of it but I'll try. It is kinda like sand that has hardened and it's around the edge of some of the primers. I have never seen this before in all the ammunition I have ever been around.

Does anyone have any insight as to what it might be?
 
It actually turned out not too bad. You can more or less see it here though not really in detail. I tried picking at it with a toothpick... it is quite hard and it is brittle. Appreciate any info anyone might have. Thanks.

I tried several Google searches and finally came across a few threads that said it is primer sealant and then tumbling media and common for this brand of ammo.

Relieved that I didn't get screwed over somehow but also irritating. I thought the T-Series JHP was supposed to be among Winchester's better ammo. Seems sloppy to me.
