Because the stock makes it a rifle. If it were a pistol it would be prohibited for 2 reasons....

1) Skorpian Pistols are prohibited by name via Order in Council. Luckily, Skorpian rifles are not... So say the rcmp lab.

2) Pistols in 32acp are prohibited.
