CSA VZ 58 sporter rail issue

I am in the process of mounting the factory side rail and it seems as if the factory scope mount is way too tight, don't think I could get it all the way on without pounding on it. Is this normal?

This is the rail thats too tight on the rifle?

In my mind you have 4 parts working together:

-the threaded holes in the reciever of your rifle
-the rail that mounts to those holes
-the QD angle "arm" that sets POSP scopes apart
-the scope-ring interaction. Some PSOP scopes are attached to the arm, but others have made 1" rings in there haven't they?

Where is the problem occuring?
