Custom 300 Win Mag Re-barrel Issue "Help"

I inherited from great grandfather a sporterized P-17 BSA brand. I have since put a pile of cash into this unit, speed lock, #### on opening, muzzle brake, MPI glass stock, modded magazine box, Tinmey Trigger, re-chambered to 300 win mag, and a custom one piece picattiny rail. The last piece of the puzzle was to be a fluted 27" custom barrel. When the pic rail went on the gunsmith noted the barrel had a slight left cant indicating either the threads in the action or in the barrel were not cut straight. The rifle shoots ok but I would like to finish this project, too much money and its gone too far with the work to quit, not to mention it has sentimental value. Has anyone heard of this before and is it fixable? :confused:
 
I run out of left right lol not elevation, that part is correct, the gunsmith was not sure he wanted to touch the re-barrel.
 
Not sure why the gunsmith can't true the action which involves re-cutting the threads of the action to get the barrel in perfect alignment with the bore. The threads in the action must be really out of spec.
 
Take a close look at using the old leupold style windage adjustable bases and rings. These were and are still used with great affect and will manage your windage issue. My 2c.
 
Maybe the scope mount holes are out of alignment and not the barrel, I've seen some pretty awful jobs of drilling and tapping scope mounts.
