Custom Shotshell Reloading??

I am wondering if there would be any interest in Custom Shotshell Reloading in the B.C. Lower Mainland area? Are there any regulations preventing doing this? I think that reloading in this manner would certainly be a good way to maintain consistency.
Any thoughts out there?
This is just an idea that popped into my head. I'm not sure if this is the right place to put this thread.

Making and selling ammo requires a manufacturers license, I don't know much about it, but I do know you need it..........maybe someone else will chime in.....I'm sure anyone lining up to do this may well have to investigate liability insurance as you have no control over how it will be used. I'm sure thats how Federal started out.
 
You will need to have the set up in an industrial area, a manufacturers license - $1000-$2000 per annum, $200 each for every different load - for testing, insurance.
