I have access to a beat up old Cooey model 39. I'm thinking of cutting down the stock 1-2 inches, and then cutting/recrowning the barrel a few inches as well, so that the girls can handle it more easily.

Is there a minimum barrel length, or overall length I need to watch out for legally?

26" over all length. Leave the barrel as is. Although a couple inches won't matter on a single shot .22. You may not be able to find a replacement stock or barrel for when they get bigger though.

I'll keep the stock cut-off piece, and can reattach/refinish in future. It's pretty beat.

No, not grooved, so the front sight would need to be recut. I'll cut the stock first, and see if they're able to handle it as-is. And only cut if necessary. But right now the big thing is their arms aren't long enough to shoulder it and reach the trigger.

"...front sight would need to be recut..." That'd take a smithy to cut the new dovetail. Cost you more than the rifle is worth.

You can't cut the barrel to less than 18". 18 1/2" is the lower limit for centrefire semi autos.
The front sight would have to be relocated. Before you shorten the stock, drill a couple of holes for dowels. Will make reattaching it easier later on.

I wouldn't touch it, let them grow into it
That's not much help if the rifle is too big for the kids to shot.

I say cut it down to what they need, then pass it on to someone else once your girls grow out of it. This is a great way to introduce new young shooters into the sport.

I ended up getting a Henry mini-bolt for my 6 year old, and he loves it!! (he was getting frustrated try to shot his big brother's Ruger 10/22) We try to go out at least once a week to the range. Great family fun.
