Cutting pistol barrels to 106mm

Which gunsmith would you recommend for cutting a pistol barrel to 106mm???

I've decided to trim the barrel on a PPQ Navy.
 
I could be wrong, but I don't think you can legally cut a barrel if it was originally manufacture below our magical non-restricted length. I'm sure someone with more knowledge will chime in.
 
Not really. No need to re-register if the pistol stays restricted.
I just checked my registration slips and by gum you're right! There's a bunch of other things that you need to notify for but not barrel length changes. I'd do it, though, if I was going to sell it so that the new owner's slip was up-to-date,
 
Very interesting, I've been thinking about doing the same thing with my PPQ as well. One question though how does the RCMP measure barrel length?

My PPQ is registered as having a 120mm barrel, which seems to be the length of the barrel plus the chamber. Is this how they are classified?

Yes for semi auto's it's the end of the muzzle to the back of the receiver where the firing pin protrudes or in other words the back of a chambered round.
A dowel down the barrel with the gun in battery marked and then measured is the best method.
Revolvers get screwed because for some dumb reason only the actual barrel gets measured without the cylinder and gaps included.
