Cutting SKS barrel & adding muzzle brake: legal length

Quick question to local gurus:

if barrel is cut and permanent (red lock tight) muzzle brake is added 18.5" is a total length with permanent muzzle brake or before muzzle brake is added?

Barrel must be 18.5 itself. Without any other additions
 
OAL doesn't matter, the length of the rifling does. Otherwise you'd see a lot more permanent muzzlebreaks on guns here for 18.5 OAL.

Rifling is irrelevant. Same barrel length law applies to shotguns.
Barrel extensions do not count for barrel length even if permanent (steel weld).
You can cut a 20" SKS barrel to just over 18 1/2", then add a brake or flash hider. It is the length of the actual barrel that will determine classification.

A good point that is overlooked by people. In this case Sec.84(1) of the Criminal Code of Canada states the following: “restricted firearm” means (a) a handgun that is not a prohibited firearm, (b) a firearm that (i) is not a prohibited firearm, (ii) has a barrel less than 470 mm in length, and (iii) is capable of discharging centre-fire ammunition in a semi-automatic manner, (c) a firearm that is designed or adapted to be fired when reduced to a length of less than 660 mm by folding, telescoping or otherwise,or (d) a firearm of any other kind that is prescribed to be a restricted firearm;....."

The length of 470 mm equals to 18.503937 inches. To be on a safe side I would cut the barrel to 18.6 inches=472.44 mm.
I've always had problem from what point exactly is the barrel length measured? That's why a few more mm in excess of the prescribed 470mm would be always beneficial.
 
Barrel length is measured from the bolt face to the end of the rifling i think. (can someone verify that?)

Personally, I'd probably cut it a little more than 18.6", that way you have space to make sure it's nice and square, crowned, ect without worrying about going 1 or 2mm too far.
 
Is the barrel chrome lined?

To the best of my understanding every Russian SKS manufactured late 1951 and after has the barrel chrome lined. All the Chinese SKS's do have their barrels chrome lined. I guess the Yugo SKS's do not have chrome barrels at all (correct me if I'm wrong).
