CZ 455 vs CZ 457 action difference affect elevation travel?

Friend has 457 and I have a 455. Same optics, same 30 MOA rails, different rings. He has nearly 24 mils of elevation available, I have 18. Are the actions that much different or could a scope be messed? They are Athlon Midas Tac 5-25x56 FPP.
 
Stacking manufacturing tolerances can easily make quite a difference. Since the barrels are interchangeable, if you want to, you can test both barrels on each action/scope, then you can isolate how much they contribute to the difference in PoI. My money would be on the rings having the biggest impact.
 
There are a number of factors that can contribute to what's experienced. Among them, the barrels can shoot to a different POI. If different ammo is used in the comparison, it can play a role. Scope rings may not align the scopes to the same elevation.
