re decocked - the CZ decocker lowers the hammer to half #### - that's "full decocked" for CZ guns, as far as the OFM and IPSC are conserned. If you wanted to have a loaded gun, with the hammer all the way down, you'd have to lower it down manually (you'd probably not use the decocker at all, just lower it from start yourself).
The reason the DA pull on the decocker is shorter and lighter is because of the above - a 'double action' shot, with the decocker version, starts from half ####. If you don't have a decocker, and you need to manually decock, you have to lower the hammer all the way down - so you get the 'full' DA trigger pull.
This just deals with IPSC rules: fully decocked on a gun with a decocker is where ever the decocker leaves it. Without a decocker, it means "all the way down."
But try both, since like I said above, there is a slight difference in lever placements, decocker vs safety, one might fit you much better than the other.
If you get the safety model, and end up shooting in ipsc with us in the production division, you'll never use the safety - you'll lower manually all the way down for your first DA shot, so no safety needed. With a decocker, you'll use it to decock for your first shot.
