We need a copy of the FRT to see if these are listed as pistol only or carbine in Canada.

Well considering CZ UB and CZ USA both don't even list an 18.6" version my guess is that a 1 off was made as a sample (no mass production yet) OR just a R version was submitted and determined under that a correct bbl length would then be NR.
