Barrels (or more importantly, bores) made by the same manufacturer may not shoot good ammo identically. Some will be better, some worse. The same is true for CZ barrels and for IBI barrels.
There is a potential advantage to having a "match chamber" in a CZ barrel, but the most important factor in how the barrel will shoot good lots of ammo is the bore itself. A non-match chambered barrel with a good bore will shoot good ammo better than a match chambered barrel with an average bore.
The CZ MTR is a mass-produced factory rifle with a mass-produced factory barrel. IBI is a barrel maker. While their .22LR barrels may not be of equal quality of the best custom .22LR barrels from the U.S., if IBI generally makes good barrels/bores, the odds of getting a good IBI barrel may well be greater than that of getting a mass-produced factory CZ MTR barrel with an equally good bore.
Of course, it's important to remember that no rifle/barrel, whatever the make, will outshoot the ammo it's given. In other words, no matter how good it is, the barrel itself will not make careful ammo selection any less important.
