I can't say for sure but they appear to be short anshutz style rails. Longer version of these rails are normally found on the fore ends of target rifles to attach accessories such as handstops/sling swivels and bipods.

Have a look at Brownell's or Sinclair Intl and you should be able to find a low profile sling swivel that will fit into those rails.
