Czech surplus ammo.. What kind of powder is inside?

Hey all. I was curious so I pulled a bullet apart and measured the powder. 24.4 grains. Now what kind is it I wonder?

Also I have 1 other probably really stupid question. I mic'd the bullet and it came up as a .308 as it should, but in my hornady and Lyman manuals it claims they are .310

Can I safely shoot reloaded .308 bullets in my sks and cz858? What is the barrel dia. On an 858?

Any suggestions would be greatly appreciated before I use my sks as a guinea pig! I want to load some hornady 110 gr A-max and am

I have always read that proper 7.62x39 is .311. I have also confirmed with Robinson Arms that they 7.62x39 barrels are .311.

Perhaps this is one reason that surplus it not that accurate.
 
In a nutshell, one measures the lands, the other measures the grooves. Its classification is all .30 cal, but in North America we load to .308, and in Europe and east Europe we load to .310 (.311 is also acceptable)

So, your .308 winchester and 7.62 nato are all .308 diameter bullets. An SKS, Lee Enfield, 858, and Mosin/svt40 are all .311
