Gentlemen,
Another post for the newer guys. Look at this file dated 1936. It calls for all unit to have the M1 Garand issued for all troops. Notice where main forces are to be issued.

A Veteran, whether active duty, retired, national guard, or reserve, is someone who, at one point in his life, wrote a blank check made payable to “The United States of America” for an amount of “up to and including my life.”

96,000 or so for the national guard, now thats interesting. No war yet, except a few rumblings in Europe (1936) so no need to re-arm the regular troops, they can make do with the 1903 Springfield.
