They can make any LMG in semi auto as long it isn't a variant of a named prohib. The pre-46 issue is whether the belts are limited to 5 rounds or not. As the 26 doesn't run off belts, but rather a magazine, it would be limited to 5.

There are semi auto 28s in the US. They just haven't come up here for approval.
