Dealers selling guns they don't physically have based on approved serial numbers?

Oh also how would the dealer be able to get an ATT, to mail it. If the OP sells the CZ he was trying to sell, that he is not in poession of? Wouldnt also the dealer be in possession of a not registered to them firearm?
