Beavers require a trapping liscence unless you are a landowner, and then a different set of rules come into play regarding protection of property. (Not sure precisely what those rules are, though).

Unless they are pests on private land you need a furbearing animal licence, BUT if you know of people with private land having problems you can get written permission to shoot the pests.
 
in ontario you need a trappers lic but a farmer can shoot them on his land if thy are a problem flooding cutting tress .you cannot shoot then just becoues thy are there ust be a real damage problem .ie if thy are in the back forty not realy bothering anybody then you can not just shoot them but if thy are flooding a feild that has crops in or flooding a wood lot or lane ways thy should be controled .it is a shame to shot then in the spring and summer as the fur has no vaule this time of year .thy should be managed by a trapper in th fall and winter DUTCH
