They were an English colony until 1947 maybe, not sure...when was the rifle made?
Does it have commercial proofs, maybe sold through England later on?
 
ENGLAND is a postwar county of origin stamp when these were exported and sold surplus. The most likely explanation for an Ishapore SMLE so stamped is that is was in England during the war and surplussed there. It's common to see American made Savage and Canadian made Long Branch No.4's stamped England for the same reason.
