firearms can come from the manufacturer bull pup but converting a rifle to bullpup is a no go. therefore as mentioned the stock is prohibited.
 
I will add on to MkivSupra's comment more specifically, that factory bullpups are legal only if the stock is the firearm.

2 Any rifle, shotgun or carbine stock of the type known as the “bull-pup” design, being a stock that, when combined with a firearm, reduces the overall length of the firearm such that a substantial part of the reloading action or the magazine-well is located behind the trigger of the firearm when it is held in the normal firing position.

100% of bullpup conversions are illegal because it will always be a stock combined with a firearm

Bullpups are not illegal if the stock itself is the firearm and not a combination of the 2 ie. if you can separate the stock from the receiver it would be illegal.

The most common bullpups Tavor X95, Keltec RDB, and the Type 97 if you look at the disassembly videos all of them have the stock piece be the serialized receiver/firearm part
 
On the desert tech webpage they state a 16" barrel meets the US 26" law requirements. But it is a little confusing since they use an 18" model to show it off.

But most Ruger 10/22's come with 18" barrels and drop in that stock.

I don't have a Ruger charger to measure but in theory if this bullpup stock didn't reduce the overall length it would not be prohibited. Good luck getting it imported though.

The short version of that explanation is that our government is full of idiots who are scared of their own shadows and will do anything to buy votes from an equally scared and stupid voting public. The long version isn't much different, just longer to accomodate enough swearing to get the point across.

The manufacturer needs to make sure the stock is part of the action for it to be legal. Ruger can't just manufacture the 10/22 in this form and sell it. They would need to re-design the action for the stock to become an integral part of the rifles function, not just a housing for said action.

Bullpups are not, bullpup stocks are.

Most purpose-built bullpup rifles are built, if you take the receiver cover, that normally built into the buttstock/pad, it renders the gun un fire able.

They banned bullpup stocks, because they can make a gun more concealable, and thus scarier.

Speaking of stupid questions that no-one has a rational answer...
- Why are handguns with a 106mm barrel prohibited while 107mm were OK?
- What happens when the magazine capacity change from 10rds to 11rds?
- Why are firearms prohibited because they are variant of another prohibited firearms, when there are no legal/technical definition of what constitute a variant?
