Difference between Weaver and Piccatiny rails

I'm sorry if this has been posted or asked before, but my search skills are not up to snuff. So here goes, what the hell is the difference between a weaver type rail, and a piccatinny rail??

I know the piccatinny rail has the cuts in it, but for some reason I think I remember hearing that Weaver rails have started to get the grooves cut into them as well.
