Dillon 9mm Decapping pin too short?

I have been using a Dillon XL650 for the past 2 years, mostly to reload Winchester and Remington 9mm brass.

Earlier this week I ran a lot of Federal cases ("FC", range brass - not once fired) and had issues at the priming station: on several occurrences the old primer was not fully pushed out of the primer pocket. The priming process was pushing that spent primer back in the primer pocket and leaving the fresh primer on the press.

I took the die out for inspection and all was fine, the pin was not broken or bent. I screwed the die back on to its proper position and the problem still occurred. I went back to the Winchester and Remington brass and the decapping die worked perfectly by completely removing all the spent primers.

This leaves me wondering if this is caused by:
a) a decapping pin too short on the Dillon 9mm Sizing/Decapping die?
b) a primer made of very soft metal? The pin pushed the bottom of the primer to a cone shape. Coincidentally all on Federal brass?
c) a primer pocket too tight? Those were not the crimped primer pocket type like the non toxic rounds (FC NT).

Anyone else experienced that problem and if yes, how did you fix it?

Just found this on Dillon Precision's forum:

"It sounds like the spent primer is sticking to the end of the decapping pin and getting pulled partway back up into the case. Use medium grit sandpaper to round off any sharp or square edges so primers won't stick on the end of the pin."

I will give it a try. From others feedback, this seems to appears more frequently with CCI primers than others. What is your experience on that?
